I was wondering if doing these tours in january/february was too early?? i leave australia february 27th and want to fit as much as i can in, will cairns be too extreme in late february also?

March is not high season, should have no problems. If you want an high class sailing trip, should book ahead, otherwise, no worries, many companies will fight for your dollar in Airlie Beach. Usually your hotel can help you out with the bookings.

For Fraser, there is the one day bus tour, which is very easy to book (usually with your hotel/hostel). If you want the 3 days 4WD rental and drive on the island with a group of people, then it depends on the company. Usually there are many 4WD rental companies in Harvey Bay that takes care of everything including ferry crossing and insurance.
